NOTICE OF 2025 MUNICIPAL GENERAL NONPARTISAN AND SPECIAL BOND ELECTION. VOTING SYSTEM EXHIBITION, DIAGRAM OF BALLOT, VOTING INSTRUCTIONS, BALLOT PREPARATION, PUBLIC TESTING. BALLOT COUNTING. and COUNTY CANVASS Notice is hereby given that on November 4th, 2025, an all-mail election will be held in Flathead County for the Municipal General Nonpartisan and Special Bond Election. Ballots must be returned to the Flathead County Election Office, 290B N Main, Kalispell, MT 59901, either in person or by mail. Ballots must be received by 8:00pm on Election Day. The Flathead County Election Office is open from 8:00am to 5:00pm Monday - Friday, and from 7:00am to 8:00pm, on Election Day, November 4th, 2025. Electors will consider the following municipal races and propositions at said election: The City of Kalispell: (1) 4-year term for Mayor; (1) 4-year term for Municipal Judge: (1) 4-year term for City Council Ward 1; (1) 4-year term for City Council Ward 2; (1) 4-year term for City Council Ward 3; and (1) 4-year term for City Council Ward 4. The City of Columbia Falls: (1) 4-year term for Mayor; and (3) 4-year terms for City Council. The City of Whitefish: (3) 4-year terms for City Council. Flathead County General Obligation Bond: Shall the Board of County Commissioners of Flathead County, Montana (the "County"), be authorized to sell and issue general obligation bonds of the County for the purpose of providing funds to pay costs of designing, constructing, equipping, and furnishing a new Flathead County Public Safety Facility to house the County jail and Sheriff's Department to be located at 225 Snowline Lane, Kalispell, Montana, or other acceptable site in the County, and to pay costs associated with the sale and issuance of the bonds, such bonds to be sold and issued in one or more series in the aggregate principal amount of up to One Hundred Five Million and No/100 Dollars ($105,000,000.00), to bear interest at rates to be determined at the time of the sale, and to be payable semiannually, during a term as to each series of bonds of not more than twenty (20) years? If the above proposition passes and the bonds are issued in one series in the total principal amount of $105,000,000 for a 20-year term, based on the estimated taxable value of the County, the County estimates the property taxes on a home with an assessed market value for tax purposes of $100,000 would increase by approximately $11.13 in the first year, of $300,000 would increase by approximately $33.38 in the first year, and of $600,000 would increase by approximately $76.72 in the first year. An increase in property taxes may lead to an increase in rental costs. Columbia Falls High School District #6 Bond: Shall the Board of Trustees of High School District No. 6 (Columbia Falls), Flathead County, Montana (the "District") be authorized to sell and issue general obligation bonds of the District in one or more series in the total principal amount of up to Eighty-Four Million Eight Hundred Thousand and No/100 Dollars ($84,800,000.00), bearing interest at rates to be determined at the time of sale, payable semiannually, during a term as to each series of bonds of not more than twenty-five (25) years, for the purpose of paying the costs of creating contemporary learning environments, enhancing safety and security, and upgrading critical infrastructure by designing, constructing, equipping, and furnishing improvements to the Columbia Falls High School building and campus, to include building new and upgrading existing learning spaces to increase student capacity and facilitate the delivery of modern education through flexible, career-focused classrooms, technology, and collaborative areas for student interaction; improving or adding safety and security features, such as installing secure entryways, updating communication systems, aggregating educational and related spaces and amenities under one roof, and making other building safety enhancements; upgrading aging infrastructure, to include exterior walls, heating, ventilation, and electrical and plumbing systems; and redirecting and making traffic flow more orderly by constructing new access features and associated parking and drop-off improvements; if proceeds of bonds are available after paying costs of the foregoing undertakings, reconfiguring sports fields and adding amenities to make field areas and amenities more functional; related improvements and costs; and paying costs associated with the sale and issuance of the bonds? If this bond election passes, based on the taxable value of the school district, it is estimated that the property taxes on a home with an assessed market value for tax purposes of $100,000 are estimated to increase by $72.26 in the first year, of $300,000 are estimated to increase by $216.79 in the first year, and of $600,000 are estimated to increase by $498.23 in the first year. An increase in property taxes may lead to an increase in rental costs. Ballots will be automatically mailed to all qualified electors on October 17th, 2025. A qualified registered elector who will be absent from the district during the time the election is being conducted may: a) vote in person at the Flathead County Election Office as soon as the ballots are available; b) make a written request, signed by the applicant and addressed to the Flathead County Election Office, that the ballot be mailed to an address other than the address that appears on the registration application.
